Carl Hilliard, JD, brings a multifaceted background to his role at Topikos, where he serves as Secretary, Treasurer, and Director. His career spans academia and law, having been an associate professor at California Western School of Law and a visiting professor at both the University of California and George Mason School of Law. In legal practice, Hilliard specialized in telecommunications law, representing notable carriers like Airsignal (later acquired by Verizon) and Can West Capital before U.S. regulatory agencies. His entrepreneurial spirit is highlighted by co-founding Via-Net Companies, which was eventually sold to Sprint.

Hilliard’s leadership extends into public service; he has served as Mayor of Del Mar, California, where he achieved significant fiscal accomplishments, including returning the city to a balanced budget, fully paying its pension obligations, and securing an AAA bond rating. His civic engagement also includes roles as Vice Chairman of the League of California Cities, San Diego Division, and positions on the boards of the San Diego Regional Planning Agency and North County Transit District, among others.
